The State government introduced a detailed Land Pooling Scheme Punjab to ensure full participation of landowners whose lands are acquired for development projects, marking a significant step towards promoting inclusive infrastructure development. By providing landowners with a range of compensation choices, such as financial compensation, residential and commercial plots, or a combination of both, this creative approach opens up chances for investment and development.
Understand Land Pooling Scheme Punjab
Under the Land Pooling Scheme Punjab, landowners whose land is acquired will have the option to receive developed land parcels—both residential and commercial—in lieu of their original land. The allotment of land is proportional to the area of land acquired, with detailed specifications laid out to maintain fairness and clarity.
Land Allotment Details:
Land Acquired (Acres) | Residential Area (Sq. Yard) | Commercial Area (Sq. Yard, excluding parking) | Shape of Commercial Area | Floor Specification |
0.1 | 100 | 10 | 1 small booth | GF/FF |
0.2 | 200 | 20 | 1 big booth | GF/FF |
0.3 | 300 | 30 | 1 big booth + 1 small booth | GF/FF |
0.4 | 400 | 40 | 2 big booths | GF/FF |
0.5 | 500 | 50 | 2 big booths + 1 small booth | GF/FF |
1.0 | 1000 (2 plots of 500 sq. yd each) | 100 | SCO of 18’x40’ including 8’ verandah and 10’ open space | GF+2+basement |
The scheme allows landowners to choose the size of residential plots based on their preference. For example, for 1 acre of land acquired, they can opt for various combinations such as plots of 500, 400, and 100 sq. yards, or 500, 300, or 200 sq. yards. However, for commercial land allotment, landowners do not have a choice regarding the size; commercial spaces will be allocated preferentially from larger to smaller units.
Both residential and commercial plots will be allotted via a draw of lots to maintain transparency and fairness. Landowners also have the flexibility to apply for Land Pooling Scheme Punjab either jointly or independently.
Benefits of Land Pooling Scheme Punjab for Small Land Holders
For land parcels between 10 sq. yards and 40 sq. yards, instead of plots, booths will be allotted. These booths will be constructed by the GMADA (Greater Mohali Area Development Authority), but the construction cost must be paid upfront by the landowners.
Special Letter of Intent (LOI)
For landowners whose land holdings are less than one acre, there is an option to either avail cash compensation or receive a special LOI. These LOIs can be sold or purchased and even clubbed together with other LOIs within the same scheme. A transfer fee of 2% applies on the sale or purchase of these Letters of Intent.
Landowners who opt for cash compensation will also be entitled to plots under the “oustee category” as per the following scale:
Land Acquired (Acres) | Plot to be Allotted (Approximate Size) |
0.5 to 1 | 83 sq. meters (100 sq. yards) |
1.1 to 2 | 167 sq. meters (200 sq. yards) |
2.1 to 3 | 250 sq. meters (300 sq. yards) |
3.1 to 4 | 334 sq. meters (400 sq. yards) |
Above 4 | 418 sq. meters (500 sq. yards) |
Provisions for Constructed Houses on Acquired Land
If the acquired land has a house constructed on it, the landowner will be eligible for a plot or flat based on the size of the constructed area:
Acquired Constructed Area | Approximate Plot or Flat Size Allotted |
20 sq. yards to 40 sq. meters | EWS (Economically Weaker Section) house of at least 40 sq. meters |
More than 40 sq. meters | LIG (Low Income Group) flats with a minimum super area of 60 sq. meters |
More than 80 sq. meters up to 150 sq. meters | Plot of 82 sq. meters |
More than 150 sq. meters up to 250 sq. meters | Plot of 167 sq. meters |
250 sq. meters or more | Plot of 250 sq. meters |
Additional Benefits and Support
- Compensation for Shamlat land will be credited directly to the Village Panchayat account.
- Landowners whose land has been acquired will receive priority electricity connections, provided they purchase land elsewhere in the State.
- If a landowner uses the cash compensation to buy land elsewhere in the State, they will be exempted from stamp duty and registration charges, making the transition smoother and more affordable.
Conclusion
The Land Pooling Scheme Punjab is a well-structured initiative that balances the needs of infrastructure development with the rights and interests of landowners. By offering multiple options for compensation—land parcels, cash, special LOIs—and including provisions for small landowners and those with constructed houses, the scheme aims to create a fair, transparent, and participative process. It encourages landowners to be active stakeholders in the development process while ensuring they are adequately compensated and supported throughout.
This progressive policy not only promotes equitable growth but also fosters a collaborative environment where the State and its citizens work hand-in-hand toward sustainable development.
